Not sure what you mean and who does it all year.
Could be lots of reasons he is stopped there.
Might have a coolant leak and the engine ordered shutdown.
Might have run out of hours.
DEF system could have failed or the computer reduses to regen and he is waiting on a road tech with softeare to fix it.
Could be a flat tire you can't see.

Real answer is that you are required to pull over every 3 hours or 240 KM to do a quick circle check and it’s much easier to just pull over on the side of the road for 2 minutes then pull into a truck stop somewhere.

This is true for flatbeds definitely, but I've never had to be on the side of the road with a van unless I'm taking a piss or talking to dispatch.

On the on ramp. They pull over on the on ramp or just stop while on it. I see this all the time but almost never not on the ramp.

As a passenger vehicle driver i would rather pull off on the on ramp anytime i have to pull over on a ramp for any reason. On ramp usually has slower traffic starting out. They haven't gotten to freeway speeds yet so they won't slam me as hard if they hit me.
Contrast: vehicles coming from the freeway to the off ramp are going freeway speeds and are going to slow down on the ramp. If they hit me for any reason there, it is more likely to be a severe accident.

These parts of Canada don't have ramps. They are mostly all farmland that are flat for hundreds of miles. Sometimes the shoulder is all you got.

If you have to pull over on a highway, the on ramp would probably be the safest place. Further away from the main traffic flow, and anything passing you is slower since they are still getting up to speed

Drivers tend to pay more attention when on the ramp than when just cruising on the highway, and they tend to be wider than normal lanes, so its a safer place to stop than the shoulder.
If a driver gets caught out in weather that's beyond their capabilities, they may just pull over and stop asap...often on a ramp.
Truck drivers also have computers that tell them when to drive and when to stop. They may have gone to their intended parking spot and found it was full, then went to their alternate, and it too was full. Now they don't have enough time on the clock to find a better spot, so they have to decide to between making the computer angry or parking illegally.
Illegal parking only catches up to them if they get caught that night; angry computer chases them for 8 days (in the US), and potentially months even (if audited). Angry computer would also be reported to their boss (if they have one), and their insurance (if they integrated with them).

Too many of these clueless drivers pull over on the most dangerous places usually just to take a piss. They are the most dangerous people on the roads. If they don’t have triangles out then they shouldn’t be there for any reason. They stop an entire lane of traffic so they can get back on the interstate at crawl speed. If I was a cop, they’d be getting expensive tickets

There are several reasons why a driver would pull over to the side of the road. Ran out of drive time, bad weather ahead, bad traffic ahead, ran out of emergency bottles, liked the view, truck and or trailer issues, too angry with dispatch to safely keep going, dog needed to be let out, and the list goes on.

My beef is when they want to talk/text while I'm driving; motherfucker, I'm operating a 80klb vehicle. I'm not about to kill someone because you wanted to give me directions to a shed on the other side of the state. So now I've got to brake it all the way down, pull off, answer your damned call, and then I'm fucking off for a bit to pay you back.

In the winter could be cleaning the windshield wipers off, could be filing a gatorade bottle or home Depot bucket.

Maybe there was an accident closure and they ran out of hours.
Tons of reasons to be sitting duck. I personally try to avoid it unless it's an absolute emergency.
