pc receiving zero power (one exception)

Woke up yesterday to find my computer powered off and unable to turn back on, no lights, no fans, nothing. I figured it was power supply failure and bought a new one, hooked it up, still nothing. However, it occasionally fires up the cpu fan for just a second before turning back off. (im not super crazy with computers so baby me through your advice if you will)
parts:
motherboard - asrock b560m-c
cpu - i-7 11000k
gpu - rtx 3050
if you need any other info i can give it, any help is appreciated
things i have tried:
reseating cables, changing outlets, draining “flea power”? idk i just googled it, jumping pins to reset bios (idk if it worked)

Faulty motherboard? Idk if you already tried another PSU and the result is the same. No lights, fans, nothing is a bit sus I'd guess mobo.
