GPU or power supply dead?

My PC (8 years old):
B450 Tomahawk
Ryzen 5 2600X
Nvidia 1080 evga
EVGA Supernova G3 650W 80 Plus Gold Modular
Recently, my USB peripherals wouldn't work after hibernating or suspending my PC sometimes, and I'd have to unplug it from the current, wait and start it again.
Now it doesn't start, and the LED of the motherboard shows VGA problem.
I'm not sure if the GPU just died or it might be the power supply, but I don't have any others to test it with. What do you think it could be?
If it were the GPU, what would you recommend buying right now? I was good with my 1080 so I wouldn't need anything much better than that.
Nvidia? Or Radeon?

There's no way to know without having the means to test it either with the right equipment or another build to test the card/PSU in. It's also possible its an outlet issue as well. Not getting enough power to the PSU.
The USB issue is making me think its potentially a PSU issue but the motherboard indicating a video problem is more likely to be correct.
Here's what I would try doing
Try a different outlet in the house or even a new power cable. Likely this isn't the problem but it can rule it out
Inspect the GPU, see if there are any burns marks of any kind, its possible that it shorted. It's not likely but its possible.
I know you mentioned you don't have other parts to test, but if you have a friends computer to use. Put your GPU in their system first, see what happens. If your GPU works in their system, DO NOT PUT ANYTHING FROM THEIR SYSTEM IN YOURS. That means something happened with your system and could mess with other parts if tested with.
If your GPU does not work in their system then you know where your problem lies for sure.
