Hi guys, is the Singapore airlines cadet program open for foreigners ( i am not from Singapore and i don’t live there ) , can apply as a foreigner?

sadly speaking it's not open to foreigners. One of biggest reason is not Singapore Airlines but the Singapore government work visa requirements. The cadets are paid an allowance of approximately $1000, therefore that salary is too low to be issued a work visa in Singapore as there are minimum salary requirements stated by the ministry of manpower.
This alone disqualifies foreigners to be eligible for the cadet program. If you do have a work visa and rights to work, they prioritise citizens, permanent residents first before anyone else. I can tell you that each opening there are already thousands of citizens looking to join, and the acceptance rates are already at 1-5% for citizens.

Did you look into it?? I was interested as well and after a few minute of digging I found what I needed.
It’s open to foreigners with visa and right to work in Singapore.
