Cool footage, but if gotten within the US I believe this would be illegal due to harassment under the Marine Mammal Protection Act. You definitely can’t fly a drone this close to a marine mammal in the US without a research permit.
Not at all—Dall’s porpoises willingly (and quite enthusiastically I might add) pursue ships to ride the pressure waves created by the bow. They are otherwise almost impossible to approach, so footage like this is only possible if the porpoises were the ones choosing to engage with the vessel.

dalls porpoises are incredibly friendly and it’s very common to have them bow ride and play with boats. this is not harassment under the MMPA.
