Is stuttering just normal in games?

I'm not sure if this is just a thing with a lot of games or if it's something wrong with my set up. When playing Pragmata, RE9, Monster Hunter Wilds, Mouse PI for Hire, and just a lot of games in general. I will get randomly micro stutters. This has even happened while playing league yesterday, but just one small stutter I saw.
I've tried everything I can think of at this point I'm not sure if it's just normal shader compilation stutter or what. I watched some PC gameplay of Pragmata and I didn't see them stuttering so I really don't know what else to do. All drivers up to date, and I've tried a bunch of other fixes but to no avail.

Did any of your "fixes" include a fresh Windows install?

So what fixed it for the most part for me is limiting my frame rate lower before i had it set to 171 now that it is set to 144 it is much smoother. I still get occasional micro stutter when loading into a new area or seeing a new enemy buti think thats just shader compilation.

Have you checked event viewer to see if a program is causing it?

Worth using msconfig to do a clean boot to make sure it's not a third party app that's causing it.
