Morocco just sits between all chairs in this one.
Europe is thier biggest economic partner, having fluid border travel is quite important for tourism, especially French with moroccan orgins, which are big economic factor in Morocco. Subsahara migration towards Ceuta and Melilla is an ongoing problem for Europe, who make it a problem for Morocco.
As part of MENA, Morocco borders Algeria, which is very rapidly and aggressively arming themselfs for military conflict with Morocco(over border issues and Western Sahara issues). Basically, it comes down to post colonial conflicts backed by Algeria, one of few countries who won indepencence by a decolonization war.
While Morocco is historically aligned with the West, Algeria is mostly buying arms from Russia. Algeria spends more % of GDP on its military than Russia in the middle of a war. Its somewhat likely, that Algeria is weaponizing, or at least perceived as doing so, Sub-sarahan refugees against Morocco. Noone would be surprised if Morocco and Algeria enter an armed conflict in the next decade. In the West Sahara, Morocco is still facing an insurgency.
In short, Morocco must feel somewhat sieged by thier african neighbors. They dont want to become the next Mali, they are "rich" because of connections to Europe, not because of connections to the rest of Africa. Personally i would suggest, Morocco feels closer to Europe/Jordan/Saudi-Arabia than to the sub Sahara. So sustaining refugees is more due to islamic ideals and progressive stance than by kinship. So seeing Morocco dragging thier feets at providing laws, which would open them up to demands from a continent, where everyone could become a refugee due to economic hardship, isnt surprising.
