I'd expect more nucleation sites to give less, hail, not more. Low nucleation suppresses precip generally, but once a storm blows up, there are nucleation sites at that storm, and the energy can more easily get concentrated in one storm.
There's still a nonlinear reponse to temperature.

Electrical charge may promote clumping in these cycling events creating hail.
