if we take it further to top 10 we have Skopje at number 9 with 2339h and then 10th place js Chisinau beating Pristina by just 3 more hours per year (2126 vs 2123). Funny enough Bucharest and Belgrade (both 2112h) have 14h less than Chisinau although they are significantly more south.

I mean, that's because the other two southern peninsulas have (realistically) 1 and 2 countries, and all three capitals are listed. Also, I suspect that Istanbul would and should be on the list, so likely it's four not three.

There is Vilnius, but there is no Minsk and Riga, which are 300-400 km away and have very similar weather.

It kinda makes sense, being in the South-East of Europe. Western Europe gets a lot more rain than the East, and also the Mediterranean is less rainy than the north. Also, the Balkan peninsula has a lot of capitals compared to the rest of Southern Europe.

Funnily enough, Podgorica and Tirana are also two of Europe's rainiest capitals, with over 1600 mm and 1200 mm of average annual rainfall respectively.
