I have 3080 + R9 7950X3D, And I just bought MSI MPG 321URX… which is 4K oled monitor
My question is 3080 can handle 4K gaming?
Or I should upgrade my GPU?

You will definitely have to lower settings and enable dlss on a large range of games,
Just upgraded from the 6900xt (which is more powerful than a 3080) and it was enough to get 45fps+on newer/more intensively games at 4k with FSR3 balanced with a mixture of med-ultra,
That gpu would be better suited to 1440p as its starting to show its age.
Games are still perfectly playable at 4k but its not an optimal experience,
Upgraded to the 9070xt which is a nice boost in 4k only requiring FSR4 quality on a few newer more intensive games,
Or if the 5070ti is only max 10% more expensive you get similar rasterisation performance and 10%+ better RT performance.
3080 was a borderline 4k gpu when it was released so it starts to struggle in newer games.

Thanks for the detailed breakdown I really appreciate it, since im looking for the best 4K experience on my new monitor if you had to choose between an 3090, 4080, or the 9070 XT which one would you go for?

9070xt its 40%-60%+ better than a 3090 in non RT workloads AND fair bit better in and fsr4 balanced and above is indistinguishable from native unless zoomed in 4x and slowed down 50%,
Ive had mine for 4+ weeks now playing at 4k with a 5800x 32gb ddr4 3600mts and a 9070xt there isnt a single game at 4k that runs under 60fps (fsr4 quality on new more intensive games and everything esport is running at 200+ fps.
Triple A games ive tried so fsr baldurs gate 3/indiana jones/cyberpunk 2077/crimson desert/high on life 2/inzoi/cities skyline 2 and many others I cant think of right now all give an amazing experience.

Depends on your budget. The obvious answer would be a 5080, it has 10-15% OC headroom making it perform nearly equal to a 4090, and DLSS 4 is so good it's future proof as well.
The more economical choice would be a 9070XT and using optiscaler for FSR4. You'll still be able to play anything at 4K with 60+ fps with some concessions, while it costs about half the price of a 5080.

The 5080 goes around 1500$ ish and I just upgraded my monitor 🫣, Is upgrading from 3080 to 3090 worth it? It’s like 150-200$ difference. Also, I was thinking about the 9070 XT But I prefer to play with the RT so i don’t think this would be a right choice.

9070xt can use RT, you'll have to use upscaling but with FSR4 the upscaling is actually good. Its a lot more powerful in RT than a 3090.
For 4K I'd look for a used 4080/5070Ti at minimum personally.

You will have to drop textures from ultra to high in games and use DLSS Performance - it’s great and basically free FPS, you will be fine

Ehh… I was thinking to upgrade my 3080 to 3090 because of the VRAM Usage.

thats very bad value for money upgrade - barely any performance, VRAM isn't that important

Yes you’re right, I just saw benchmarks on both… it’s like 5-10% difference (3-5 Frames) depends on the game.

Natively you'll probably not love the framerate you'll get. With DLSS etc you'll probably be pretty happy. I wouldn't upgrade your GPU until you try it for a bit, at least.

yeah its okay with upscaling but don't expect to be maxing out modern titles
