My kids had some small car toys, each one was three pieces, you snap off the front center or back and mix and match the pieces with other sets. Looked exactly like this.

Cool. It's cool. That's what it is. And almost certainly one off.
(While accepting that this one was done as a promo for something a while back... I think a lot of people seriously underestimate how dedicated to stupidity and how gifted at fabrication a small but dedicated group of people are. There are people who build these things on a whim because they think it would be cool, so they go to the scrap yard and make it work. And the world is a much better place for it! Just consider it sculpture and enjoy it!)

In the 90s the supercard was introduced which was like a normal rail ticket but worked on buses and the London Underground too. The vehicle was in the adverts for it on TV.

The bus section is the front, facing towards the right of the image. The whole thing is built on a bus chassis with custom bodywork for the "tube" and "train" sections. It was built in the early 1990s for promotional purposes.
