I have a upgraded moped style e-bike with a 60volt 25ah capable of 125amp continuous and 175 amp peak, going to a sabvoton150 paired with a QS205 50H v3 3T motor. No matter how much I mess with the settings I still get 47 mph under no load. Are my settings bad or is this normal speed for this kind of setup? Anything helps.

No load rpm just tells you what the maximum rpm for the hub motor wheel is at that voltage.
You do not want to go +40 mph on this bike. Wheels, tires, brakes, steering geometry, etc… It’s setup to hit just under 30mph.
Going much faster than that is a good way to have a near death experience over a pothole or some other random piece of road debris.

I’m being real with you as well. I commute on a similarly styled e-bike every week.
They are great little urban commuter bikes but (IMO) they aren’t built for going over about ~30mph.
If you want to go fast, find yourself a good road bike frame with disc brakes and slap a big mid-drive onto it.
Those bikes are designed to go a bit faster. They are also significantly lighter than this one and they put the rider (you) into a more aerodynamic position.
Please wear a helmet no matter what you ride.
