How is the Qutari Airforce One ready for service so quickly?

I thought Air Force One needed years worth of upgrades, etc. Communications, escape and survival equipment, air refueling, extra fuel tanks, the list goes on..... So, given the replacement 747s are still over a year from being ready, how did what was basically a very opulent commercial grad| airliner make it to being ready for a US President in about a year?
Short cuts? Different rules? It's for appearance and the secret service will not allow the president to use it?

As the article, and especially the linked Warzone article this one is based on, notes, this plane won't be getting the full set of upgrades for EMP hardening, countermeasures etc. This interim jet will likely be limited into flying into low risk airports.

Maybe if the US didn't have a story of starting wars around the world, their president wouldn't need a flying fortress to move around. Every other head of state (excluding dictators) just travel with almost regular business jets.

His private 757 is more economical. In relation to operating a 747.
His annual post-presidential salary is $100K. Which isn't even enough for a single fill up.
The tax payers are not footing that fuel bill for either the 747 or the 757.

Others have pointed out that it’s a less ambitious set of modifications leading to potentially a less capable aircraft, but it’s worth stating that Boeing has utterly shat the bed on the “real” AF1 project. There is no excuse for what’s happened with those and that has nothing to do with the current president.
