They won't they will just give em a ticket. for driving that on the side walk, and public roads. Look I am all for custom bikes and stuff, but there are limits to what you should expose the public to, and this thing made of rusty steel and big ass tires is 100% a hazard to everyone.
And the rider should have stayed on private property, I hope it has insurance at least, cuz it's a liability.
