He's a bad dream catcher (worey doll )they would come in a little yellow oval box and they had a bunch in the box you put them under your pillow and they take the bad dreams ( that's what I remember )

If you put them in water they grow super huge. Like almost as big as your whole hand. WOW! It also will take 4-6 weeks and will be so slimey the texture will haunt your waking mind.
