I want to buy an electric bike, but all quality brands dont shiping to my country (Türkiye). Could you recommend a few? My budget is 1675 USD.

I looked at 20 ebike shops none would deliver to Turkey
But i found this website that if you delivery to Germany they will forward to Turkey.

honestly being in a hilly area is perfect for an ebike! maybe check if fiido or engwe ship to türkiye? they're pretty decent for the price and handle hills well.

If you are wanting a particular brand, you might see if someone in another country where the brand ships to will re-ship it to you. Of course this will increase the shipping costs, but I know several people who do this.

Don't focus on brands. Anything branded is usually way over priced.
Test ride some generic bikes. I am sure you can find quality locally.
