About 12 years ago when they were having a bunch of failures and they were being mocked online by practically everybody, I said that they're learning with every mistake, just like we had missile failures back in the 1950's and early 1960's.
And you know what? I was right. They were doing it the hard way because they wanted it to be wholly developed in-house, and not to depend on Russia or China for their technology, and they did it.

They are inert warheads, pretty much just filled with something inert that would match the weight distribution/total weight of the actual warhead (whether conventional or nuclear) so that the numbers are relevant for said nuclear/conventional warheads
