If you're gonna cheap out and get a Chinese helmet, ACH/MICH/PASGTs are an odd choice as currently there are tons of police trade in helmets in those styles. Surplus retailers like Hudson Gunner consistently get better quality stuff like US made Protech and Ceradyne or German made Busch helmets and you won't pay more than 50-100 more. Cops are replacing older helmets in droves to get high cuts these days. Armor in the US is generally only guaranteed for 5 years so cops are constantly trading their stuff in.
I'd much sooner trust a surplus ACH, or try to snag a Highcom Striker on sale.

While the price of a good helmet is daunting, I'd rather just buy once cry once knowing I got quality that will last a lifetime instead of spending time stressing over whether my set up will fail over time or not.

On the other hand, if you plan on being shot at, a budget of $99 is ridiculous. You can often get surplus ACH helmets for $199, and I got a highcom striker new for like $180 recently.

No. A $15 Bell helmet is better for that. Even if it wasn't for the questionable armor protective value, and while more expensive and lighter ones do a much better job than this, ballistic helmets aren't primarily designed for that type of impact. Plus, this POS probably weighs 4 lbs and isn't vented. Riding around with it would suck.
