"Better" is subjective and really only applies to the circumstance it's being used in.

The difference between them as far as HST's goes is very minimal, but the theory is that the 147's are a bit slower and thus decrease risk of overpenetration. This makes it more ideal for a carry round, especially in micro compacts where your engagement range is likely to be within 10 yards where overpenetration would be most likely to occur. The whole point of HST's is to expand not just for wound channel damage, but to stop the round from just blasting straight through, so the extra projectile weight is sort of doubling down on that concept.

124's are definitely the better balance of velocity/penetration/shootability for everything else. As far as suppression goes, if you're at 4.5" or under for barrel length even 124's can still be subsonic through a can, though 147's will of course be a bit quieter and more consistently subsonic with a more forgiving range of barrel lengths.
