I have a RTX 4060ti storm X 8Gb and I feel like my CPU is bottlenecking my performance.
A 2k monitoroysey 5 samsung
Power Source: g12 GC 80 PLus Gold 550W
Is there any better CPU I can buy that can work on AM4 motherboard? Or should I just also change my motherboard and get another CPU too.
My budget should be around \~ 300$
Yes i know, not the most perfect build :) I figured it now after getting more experienced with this.

A 5600 would be a good upgrade and 5700x or 5800 would be very good but probably not necessary when just using 4060.
The models you should consider is...
5600, 5600x, 5600xt
5700x, 5700xt
5800, 5800x, 5800xt
Don't get any "G" models (like 5600G) or 5700, they are not very good.

Avoid the 5500 too unless you’re on a crazy budget it has only half the L3 cache of a 5600 and is only pcie gen3

But the 5500x3D is also good. Gotta love AMD's naming convention.

A 5500 is basically a 5600G without the G just like the 5700 non X is a 5700G without the G

4500 was a weird duck of a processor. If you get to a 5600x or better, you will feel the difference.
As someone else mentioned, avoid the G models... X models are where you want to land. With $300 US, you could get them direct off of newegg for that price if you look.
Remember to check which ones come with a cooler and which ones don't. That can add some cost you aren't expecting. Also before you buy, make sure your motherboard can support them (you may have to do a bios update).

5600x pairs well with your gpu.
Dvaed@reddit
5700x3d if can find one.
PembyVillageIdiot@reddit
Better off waiting for the 5800x3D re-release the price for a 5700x3D is nuts second hand
Even-Act-85@reddit
I can attest to that 🥀

5600, 5600X or 5700X would be solid choices widely available. Alternatively you could get a 5500X3D from Aliexpress. Depending on your mobo, you might need to update the bios for the cpus mentioned above to work.

You would get a decent bump from a 5600x, it should be cheap in the US.
