PC is not booting, power flickers on and off

PC specs:
Motherboard: MSI Z370-A PRO
CPU: Intel Core i7-8700K
RAM: TEAMGROUP Vulcan 16 GB (2 x 8 GB) DDR4-2400 CL14 Memory
PSU: Corsair CXM 750 W 80+
GPU: Gigabyte WINDFORCE GeForce RTX 2070 8 GB
PC has been working since 2019 but today it shutoff and will not turn back on. When I press the power button the lights and fans flicker on for a moment then off for 5 seconds then on for a moment and so on.
On the motherboard there are 4 debug leds labeled CPU, DRAM, VGA and BOOT. When the power flickers on for a moment only the CPU led comes on for that brief moment
Things I have tried:
Reseated 24 pin connector and got same result
I did the power supply paperclip test and the PSU fan came on
I reseated and swapped around RAM and got same result
I shorted the front panel connector power switch instead of using the case power button and got same result
I think it's narrowed down to being the motherboard or CPU but I'm not sure how to test either without having a working spare to plug it into

Being that you mentioned it "just shut off", was this while under load or idle when that happened? Can pretty quickly conclude the PSU is more than likely the culprit based on how you describe it.
We need more info to take educated guesses because we can't really test anything without another pc to swap parts with.
Is anything overclocked? Any components still under warranty?

Talking on discord and watching a YouTube video, not a heavy load. Nothing overclocked, nothing under warranty. Like I said the PSU fan still came on during the paperclip test
