Best thing is that it has your address. An accepted government ID with your address on saves you having to try and get a physical copy of a gas bill.

Apple is complying with the Online Safety Act in some countries, so they are legally required to do age verification.

No, they want you to prove you're 18 to use an Apple id to access age restricted things. If you don't then you can still use it but access to some age protected things will be limited.
I've had a AppleID so long I had to do nothing. It started the verification process and then said "we've been able to prove your age from the length of time you've had an apple id".

I believe if you download the clear pay app you can use the card attached to that to verify…. I’m just not updating my phone tbh when they accept passports I may update it 🤷🏻♀️

According to Apple, they also accept PASS-accredited Proof of Age cards: CitizenCard, My ID Card, TOTUM ID card or Young Scot National Entitlement Card.
A CitizenCard is pretty easy to get, and only costs £18.

In all fairness, that's £18 OP shouldn't need to spend. Not accepting passports is a massively ridiculous thing on Apple's part, especially given the use case of such a document.
But of course, if that's the way Apple does it, OP doesn't exactly have much choice.

My partner got a CitizenCard as the DVLA are currently processing his licence and will return it at their whim, and iOS does not recognise the CitizenCard at all so it was a bit of a waste of £18.
