I once came past a "tropical plant" spot hidden deep in the bushes, I was curious so I set up a hunting trail cam to see if it wasn't a scary gang, I then made a burner email written it down on some paper then taped it up to make it waterproof but still visible and placed it next to one of the spades to contact the person or persons just out of curiosity, they got back to me it he was a really sound lad that didn't want to give drug dealers money and beloved in self sufficiency, he offered me to help him but I quit that stuff years ago haha

It looks compostable by the looks of it could be used for creating mulch for growing shrooms, maybe a bio experiment of some kind for attracting birds of insects.
Why not try asking them where about sin the world are they found.

People do weird things in the woods. Ive found a random yew in an ash/beech woods covered in stars of david made from sticks blair witch style.
Another time i saw a paper gift bag on a log 30ft off the path with a foil helium balloon tied to it. Somebody must have left their present in the woods lets go have a look.... dead rabbit inside.. a wild one not a pet, it was pretty dark out so i left promptly.

It looks like someone's building a terrarium or terrariums (terraria?) & they've found some lovely elements, but want to first get an idea of what sort of creepy crawlies are present. The mesh bag would isolate teensy insects that are feeding on the bits of wood & let them carry on munching, allow insects that wouldn't benefit the terraria to meet their designated maker(s) before being introduced to a new closed environment, & keep out any new insects that might come to feed on the teensiest creepy crawlers

No clue on the contents but this sort of porous bag is used when collecting mushrooms so that the spores can fall out and spread more mushrooms in the forest.
Again, not sure why you'd put sticks and rocks in one, though

These bags are often placed in gardens or along walking paths to provide shelter for beetles, spiders, and other small creatures. I have never really seen them hanging from anything though.

Could be for attracting insects and other invertebrates (detritivores I'd assume). It's easier to catch them like this rather than searching by hand, and if your bags are all the same size and have similar contents then your methods will be consistent between sites. Rocks are probably to stop it blowing away.
Best way to know for sure is to ask though.

So my stepdad used to go and take the dog on a walk, which would end up at this circular wood. If the dog had done a poo before getting to the gate if the woods he would hang the poo bag up on a branch nearby then grab it on his way back out so he didn't carry the poo around for the whole walk (easily half hour minimum).
Maybe someone is collecting sticks and bits for an art project or something while on a walk, but doesn't want to carry it around while doing a circular loop and is picking it up on their way back? And using the "landmark stone" as an easy point so they don't forget them?
