ULPT Find vehicle owners for abandoned cars in WA when ICE detains people?

In Washington State, part of a citizens group that monitors ICE. They keep leaving vehicles when they arrest someone and I'm wondering if there are any ways we independently in WA can lookup who owned the vehicles so we notify the families. I don't like calling towing (and this pd) right away because that creates additional financial cost for the family.
Edit: Just want to add that I tried Infotracers and EpicVIN, got the VIN but not the name.

Interesting, I've never thought about what happens to abandoned property after someone is deported and it gives me some great ideas...
You could claim adverse possession of their home provided they have paid off the loan, I wonder if you could get free cars this way as well.

Talk to your city officials. I believe that the city of Minneapolis was impounding the vehicles of ICE detainees, but didn’t charge fees and would return them to the owner or family.

I’m sure there are potential legal issues with this but: is it possible for you as a group to crowdsource a towing vehicle? You could tow the cars yourselves and post in appropriate groups to get representatives of the kidnap victims to come claim them?
Also, because of the sub that this is in: if you found an ICE vehicle unattended, and had a tow vehicle, you may come up with ways to very minorly inconvenience them (ie don’t take the vehicle to another location, they might get shooty about that. Or lawyery. But I’m sure you could get creative in small but petty ways)
