Every plane ticket should be worth 200 pounds. So for example a 150 pound man gets to bring a 50 pound suitcase without any extra fees. They could also sell children's tickets that are only 100 pounds.
But bodybuilders and fat people need to pay more or bring less.

The luggage is charged because it has to be under a certain weight to be handled by the throwers and keep everyone insured.
The extra money for overweight bags is for the extra work involved in getting it on the plane.

I had 2 checked bags but one was in a carry on. One was 51 lbs and the other was 20 lbs. They couldn’t just take the average between them as if that 1 lb made such a difference.

Declare your weight when buying a ticket (passenger + baggage) and get credit or charge when you check in. At the jetway, where you scan your ticket, have a scale (1 at a time!) that validates your weight. They have your card on file and charge/debit based on your assertion and actual weights.
I don't love the idea, but it could work.

One time I did buy two seats. They overbooked and took one of the seats from me. Offered to put that seat on another flight.

The short answer is, this is an absolute logistical nightmare. How on earth would this work you weigh people before they get on the plane? You would have constant price adjustments that would make what is already a difficult transaction even more difficult. It adds a significant amount of difficulty to both the company and the consumer with very little benefit for either.

The other problem with this is that charging people more based weight and then sticking them all in the same sized seats doesn’t do anything to alleviate the problem of space in the cabin. Someone who weighs 300 pounds and is charged extra is gonna be rightfully mad if you put them in the same sized seats that a child got for a reduced fare.

Frontier airlines reduced their baggage weight limit to 40 lbs. So if you want to bring a normal 50 lb bag it will cost you $150 each way. So people at checkin are opening their bags and rearranging things and carrying stuff on or wearing it to get around this. It's a nightmare.

They used to weigh everybody, up until the 1950s or so. It didn’t change your ticket price, but if people added up to the maximum weight for the plane, they might not have let the last few people board.

Require the debit or credit card before the scale and don't even show the weight or full cost until later. Many industries use pending charges for this type of thing, like restaurant tips or hotel deposits. They tap their payment, walk on the scale, hear a ding and enter the terminal to board. If they dispute it with their bank later, they are banned from flying that airline ever again.

It's a horrible idea. How would the paying work? Everyone gets charged an astronomical amount and then get refunded based on their weight? Everyone will pay after getting weighed? Forget being at the airport 3 hours before departure, you better be there 10 hours early.

The boring response to this is health and safety. The baggage crew are only allowed to handle baggage within certain dimensions and weights. Anything outside this is handled separately as oversized baggage.

Not really, 32kg is the maximum weight of bag, but you hardly ever get that from airlines, it's more often 20kg, and if you're 21kg some airlines will charge you extra.

As a ramp agent overweight baggage was never treated differently, just tagged extra and charged for. The thinking was that if they charged, people would ship less heavy bags, making it easier on us. Still wish we got the extra weight fee as a tip lol!

The assumption here is that heavier people are heavier by choice (hence your use of fat people and bodybuilders) and that if they choose to be less heavy they are rewarded with cheaper tickets.
However it forgets the the fact that taller people are heavier too, and that's not a choice so you'd be unfairly punishing people just on the basis of birth.

Other commenters are missing one key factor:
Fuel weight.
Depending on the number of passengers on the plane, the pilots do quick calculations to determine how much fuel they can have in the tanks in order to get off the ground, need to make the trip, and to successfully land the plane. It helps to assume the average number of bags per passenger, that bags on average weigh no more than 50 lbs., and passengers have an average weight, so they can properly estimate the amount of fuel plus some generous wiggle room.

My gf's dad was an airline pilot for 38 years and I've talked to him about this specific topic. You can also find other Reddit posts about the subject.
Yes, they do try and dump fuel over oceans and rural areas, usually at minimum of 6k ft., and they coordinate with Air Traffic Control, but sometimes emergency dumps are necessary, especially if they have to make an emergency landing. Usually the fuel just evaporates into the air.
You wouldnt need to know exact weight, though, just a reasonable estimate, and then slightly overcompensate.
For example, the common B-737-800 maximum take-off weight (MTOW) is like, 175k lbs. depending on the variant. If you have 180 passengers, standard FAA regulations direct pilots to estimate 175 - 180 lbs per passenger, including carry-on bags. So, that's, at most, 32,400 lbs out of 175,000 lbs. FAA also calculates usually 25-40 lbs in stored bags per passenger, with higher estimates in winter months. So, let's say 6,300 lbs of bags. That's under 40, 000 in weight in passengers and bags, out of 175,000 lbs.
Then, the plane can hold around 6,875 gallons of fuel, weighing about 46,000 lbs.
The dry weight of a 737-800 is 91,300 lbs.
So, the plane fully fueled with a full capacity plane with passengers, carry-on and stored bags would be 176,000 lbs.
Not a lot of wiggle room, right? However, the max range of the plane is around 2900-3100 nautical miles, which is about the distance from Miami to Anchorage. The 737-800 is the most popular, workhorse plane configuration in the US, and usually is used for short-to-mid range flights, such as LGA to ORD or MIA.
So, the pilot doesn't need an entire tank of fuel on those flights. However, depending on whether they're flying into the wind or with the wind, and what kind of path they need to take, they can determine how much fuel they actually need to get where they're going, and then add a little extra in case they have to divert or circle the airport.
