They 're not necessarily dead. If they leave them like that, it means they detected life in the core and they might sprout again. That said, in this particular tree, look how much the roots have distorted the pavement. Removing this will require a crane or a bulldozer, plus re-paving a big chunk of the pavement. My guess is that we 're seeing a "ain't nobody got money for that" problem.
