I'm buying parts for a gaming PC and wondering if the 9060XT 16GB has good performance for its price.

I got mine on sale for $380 USD before the price increase and it was absolutely worth it. My old GPU was a 3060 that was starting to struggle with my ultrawide monitor.

If you're seeking longevity purposes that can hang with cross-platform releases at those important developer targeted quality/performance ranges.. I'd consider the 9060 XT 16GB to be the cheapest sure fire bet to meet that crucial longevity stamp of approval especially at 1440p.
I obviously do not have a crystal ball so it's all based on opinion and and prediction.. which is never a surefire bet and the real answer is "no one really knows where we'll be in four years." But DLSS-capable & FSR4 equipped GPUs will likely lower that bar and make lesser cards a bit more capable than we're used to. A card of equal spec/performance is about where I'd personally want to be sitting while developers targeting similar equipment with cross-platform PS5 Pro releases. Sticking to a console comparable GPU with a bit of performance overhead is usually a good strategy as developers spend extra resources optimizing for that exact equipment. That extra performance tends to cover hardware-specific tweaks & optimization that not every GPU can get special care and treatment for (in other words, a release on a console tends to do a bit more with the same power, so to get similar performance you need a bit more raw oomph).
Extra features tend to often be more tech-demo'y that might add a small bit, but often are just too performance heavy/high cost-low reward to really roll out and thus never have a chance to hit both consoles and the largest percentiles (thus they often do not receive that optimization dream-team treatment).
Anything lower and I'd probably want to sit on something like a 3060 Ti 8GB @ 1080P until I can budget for something of similar specs (even though there are some more powerful 8GB/12GB GPUs out there, the 3060 Ti is a very good 'borrow me' card because it has little room to go down).
Again, just an opinion and that's driven by expectations (especially by framerate & monitor resolution). If you want higher framerate and to protect closer to 144hz vs. 60hz for longer (where developers often feel is 'sufficient' for cross-platform AAAs).. something like a 9070XT may be worth it securing to obtain that longer (albeit, FSR4/DLSS should push that window out some years - too).. but then you enter that strange valley where the amount you pay extra now could have gone to a second used GPU in 3-4 years for a lower total cost while not missing out on much quality (see Moore's law). IE: a 3060 Ti with DLSS seems like it's still comfortably chooching in most things and that's been going on a couple years after what we'd expected from a similarly-priced 2017 GPU due to DLSS.

Yeah, if you want to maximize your $/FPS then you could try for a used 3080 Ti or 6900 XT for around the same price ($350-400). Otherwise, the 9060 XT 16GB is an excellent pick for a brand new GPU, much better value than the 5060 Ti 16GB that's going for like $480 at the very least.

Is it really, though? We’re talking about a 10% increase in cost for roughly 5% more raster performance plus the DLSS suite and the rest of Nvidia’s features. Seems pretty on-par to me, just depends on what you value.

They're often $420+, 15-20% above MSRP, increasing by as much $, not percentage, as the 9070 XT.

Both GPUs have increased \~$70, so clearly the one that costs 60% the price of the other is worse value than before the price hikes.

Yes. I got it to hit 60+ fps in 1440 ultra based on the Tom's hardware charts, but with all the fsr upscaling goodies and framegen turned on it will hit 80-100 fps in 4k in some games.
It does basic ray tracing just fine, but if you turn it all the way up in cyberpunk it will crash the fps. Still looks great at 80fps and the basics on though.
Didn't think it was worth it to pay nearly 2x as much for a 9070xt at the time... but if you really want 4k ray tracing you might want to.
