Should I upgrade or just get a whole new system?

Hi guys,
I bought my current system a loooooong time ago and am now looking to either replace it entirely or buy the parts to upgrade it. I'm looking for some advice from some seasoned pro's as to weather it's even worth upgrading due to how many parts will need to be replaced, or to save myself the time and effort and just get a whole new system.
For reference, this is my current build specs;
CPU - Intel Core i5 6400
Graphics - 4095MB NVIDIA GeForce GTX 970, MSI G32C4X (1920x1080@60Hz)
Mobo - ASUSTeK COMPUTER INC. STRIX Z270F
Memory - 8GB RAM, 119GB SSD.

In terms of what games I play, anything from RPG's like BG3 and Crimson Desert, to Total War, to Apex Legends and Arc Raiders.
Any advice would be massively appreciated, I want to be as educated as possible with this being an expensive decision to make.

What monitor/resolution/hz is your target for your games?

My current monitor is an MSI MAG244C,180HZ. Should I be upgrading this too?

A 9800x3d & 5070ti is more of a 1440p/4k build. It's a very beefy GPU with (arguably) the 2nd best gaming CPU. If I got this build, I would get a new monitor. Maybe something like 1440p 240-360hz on max settings, or 4k on ~120hz

Upgrading that PC would be a ship of theseus type thing. You'd end up with a PC made entirely of different parts. If you are going to upgrade, I'd sell that PC for someone to pick up second hand, and then just get a whole new system.
