RTX 5070 performing WORSE than RTX 4060 in Cyberpunk 2077. Need help.

Hi everyone. I just upgraded from an RTX 4060 to an RTX 5070, but the performance is terrible and I’m confused. My Setup: CPU: Ryzen 5 5600 GPU: NVIDIA RTX 5070 Mobo: ASUS Prime B450-Plus (PCIe 3.0) RAM: 32GB DDR4 @ 3200MHz PSU: 800W OS: Arch Linux (Proton GE) & Windows 10 (Dual Boot) The Problem: I’m hitting a massive performance wall in Night City: 1440p (2K) Ultra: 45-50 FPS. 720p Low: 55-70 FPS. CPU usage is constant 90-100%, while GPU usage stays around 50%. The weird part: On my old RTX 4060, playing at 1080p (High/Ultra, DLSS Quality), the game was much smoother and I had higher and more stable FPS. With this significantly more powerful card, the experience feels like a downgrade. I’ve tested this on both Windows 10 and Arch Linux (Proton GE) — the results are identical, so it's not an OS-specific issue. Questions: Why is the 5070 giving me fewer frames than the 4060 with the same CPU? Is the NVIDIA driver overhead on the 50-series significantly higher, killing my Ryzen 5600? How much is the PCIe 3.0 bandwidth on my B450 board choking the 5070 compared to how it handled the 4060? Is there any way to optimize this without being told to "just buy a new CPU"? Any technical insight is appreciated. Thanks!

Are you seriously comparing 1080p to 1440p and wondering why 1440p is more demanding?

Try the same settings you had on your 4060 on the 5070. If you get the same fps you're just CPU limited? Honestly ~70 fps at 720p low in the middle of Night City on a 5600X sounds about right to me.
Cyberpunk is a very CPU heavy game when there's high density. Even with crowd density turned down.

The video card is at 30-40.

I've got a roughly similar build as you. Ryzen 5600, RX 9070, 16GB RAM and running on Fedora. I am getting better performance in Cyberpunk than you, so I know the CPU, although is a bottleneck, should be doing better.
The fact that it's both OS's makes me wonder if something else has changed with your hardware (accidentally). During your GPU swap, were any fan headers accidentally unplugged? Are you getting some type of thermal throttling? I would check temps.
Do Windows and Linux share a same drive? Btrfs and NTFS are two different file systems that sometimes don't play nicely when they share a drive. Including a game drive if your games share the same drive between two OS's that use different file systems.
Have you uninstalled Nvidia drivers and reinstalled them? I know in Windows you would use DDU after a GPU upgrade. I'm not quite sure if you'd need to do that with Linux. I'm not quite sure how Nvidia drivers work with Linux Kernal since AMD drivers are baked in.
You could try changing versions of proton, but that still doesn't explain Windows.
Do you still have the 4060? If you swap out the 5070 back to the 4060, does your performance come back? My recommendation is to check thermals, make sure you're not sharing file systems, reinstall GPU drivers, and then reinstall the OS as a final resort.

CPU is thermal throttling? Cyberpunk is GPU heavy, but still likes a good cpu, though the 5600 shouldn't be dying when playing the game. 5070 is 16-lane card, 4060 only 8-lane, so 5070 still has twice the pci-e bandwidth.

Ok, just want to make sure, you have a base RTX 4060, and not a RTX 4060Ti 16GB model, right?
Also, in your testing are you checking memory usage on your RTX 5070? Is it out of memory? Also, are you using the path tracing features in Cyberpunk? Some of the newer features do push your GPU and CPU much harder than before and can result in performance like this.

Something in your setup other than the GPU has changed. A 5600 should be doing considerably better than 70fps at 720P Low with just about any GPU, and the CPU usage being pretty much entirely pegged also coincides with that.
What CPU clock frequencies are you seeing? Probably easiest to use HWinfo64 under Windows for checking that and also the spread between clock speed and effective clock speed.

According to HWInfo64, the CPU is performing as expected. The Ryzen 5 5600 is reaching its boost clock of 4450 MHz (x44.5 multiplier) on all cores.
My RAM is also running correctly at 3200 MHz CL16 in dual-channel mode. The motherboard (ASUS B450-PLUS) is on BIOS 4003.

Could you try the same settings you had with your 4060 and see the results? If gpu is at 50% rn and you get worse fps there's a different issue somewhere. Maybe you use rt?

Format your PC then reinstall windows. Don't skip the Format.

It's your processor, you need a 5700x or 5800.
