Functionally identical.
Gamersnexus tested the 9850X3D with DDR5-6000 and DDR5-4800 and the difference was margin-of-error.

Ive watched benchmark videos that show pretty significant differences though, so its difficult to get a consistent answer. It seems like with same games there is very little difference, but with others its noticeable.
On this video someone benchmarks 4800cl38, 6200cl28, 8000cl36, paired with a 9800x3d. You see some noticeable differences in results with games such as battlefield 6 where you get 243fps on the 4800 vs 274fps on the 6200, with 149 vs 182 on the 1% lows.
For most games though the difference is pretty small in avg fps, but where the biggest difference is seen is with those 1% lows. Timestamp of that result showing 136 avg 1% lows on the 4800cl38 vs 157 on the 6200cl28.
I dont think that change in 1% lows is negligible and its the metric which is going to be most noticed during gameplay. With how expensive RAM is right now, it might still be worth it to go with the cheapest option. But the most common advice has been to get something at that sweet spot of 6000cl30 and I really dont think you can go wrong there.

I'm in a semi-similar situation because of running 4 sticks of RAM in my PC with a 9800X3D. In order to stabilize it I had to drop the speed from 6000 MHz (with EXPO) to 5200 MHz and CL36, and even still my game performance only took maybe a 0-1% hit.

It would make near zero difference if you used a 5600 CL40 kit. That's part of the magic with X3D CPUs.

I need to finish that show. I think I've watched like season 1-2, and I feel like I'm at a break point where I suddenly fall in love with the show, and I just can't quite get there.

Very hard to notice any difference between the 2. Maybe only a very trained eye, like a professional esports player playing a game, could tell.

At the same speeds? CL alone means nothing.
Assuming the same speeds, the differences are entirely negligible, and even more negligible given you have massive L3 cache on that CPU.
