Homeless people are actually a huge source of litter, if you go anywhere near their encampments. They need to be housed first and a tight knit network of organizations addressing their needs after they are housed.
A majority of the homeless population aren't what you're imagining. People who sleep in their car or couch surf for an extended period make up a majority of the "homeless" population. The group you're likely referring to are the chronically homeless, which make up a very visible minority.
It’s a very complicated issue. For instance you are possibly visualizing panhandlers, but the Dallas office of Homeless Solutions estimates only about 1 in 5 panhandlers are homeless.
Conversely, there are reports that estimate all over the place but tend to range that between 40% to 60% of homeless people are employed, and about 20% of homeless people are minors or children.
That is to say lots of homeless people don’t lack employment and lots of people doing visible things we associate with homelessness populations aren’t actually homeless. Of the people who are hitting that area of the venn diagram, you are going to have to contend with people that have mental heath and/or substance abuse barriers to functioning within society at large that cannot be resolved via feeling a sense of responsibility associated with picking up other people’s trash.

It boggles the mind how many people treat creeks and rivers like dumps. Me, these bodies of water coursing through the city fascinate me. Always have, since I was a kid.

With regard to trash in our streams, Texas is the worst I’ve lived in. I have seen worse places for garbage in streams and rivers, but only in under-developed nations.
Yes, most of it is littered on highways and then flows into the creeks with rain water runoff. There are other sources as well, like blowing out of trash cans that aren’t well closed, but intentional road litter is most of it.
