It was better than Vice City but not really substantially different from Vice City either. Tbh if you want to point to a game that "unlocked" open world games it was probably Assassin's Creed proving that the GTA design formula could work outside of GTA-ripoff modern settings. Now whether or not that's a good thing considering it was also the birth of Ubislop is up for debate, but there was little about San Andreas that actually iterated and it was mostly just bells and whistles + a cooler setting and some goofier quests.
Judging best based on what changed the most is just flawed. You'd have to have MGS2 on here instead of MGS3 even though almost everyone likes 3 more.
It's funny to me that GTA 4 gets so much love these days. For a long time it was disliked for cutting so many cool features in san Andreas and taking itself too seriously.
Personally I found san Andreas to be much better, I found 4 boring, missions were unimaginative and I didn't care for the characters or story. The episodes were better on this regard.
But neither of them really hold up anymore beyond a quick nostalgia hit.

Blame the Ps2 library for being so great that you have to compare a masterpiece to another masterpiece. The joke is that someone might add 10 more games like FFX or GoW 2, and you'd see people picking different favorites.
Shadow of the Collosus is probably the highest quality game of the ones listed here. It was way ahead of its time and tells a story in a way that is distinct to video games as a medium.
While GTA San-Andreas has aged much worse in my opinion and also is pretty low brow in the story telling department I also dont think its possible to overstate its influence on the game industry and the scale and interactivity of its open world was unprecedented at the time so I definitely respect the opinion that SA is the best game here as well.
Yes, Snake: repeated dialogue. It is a narrative technique that emphasizes clarity, especially in situations where information might be otherwise hard to hear if heard only once.

So happy 4 came out and brought things down to a more concise level. 4 to me, reigns supreme as the best GTA.
