My computer suddenly runs almost all games at 45-55 fps or generally worse than before

My PC i5 10400f, RTX 3060Ti, 16gb of Ram (Specifically one is g.skill and the other one is kinda random brand but they are 3200mhz not compatible with xmp, but i dont think its the issue since they were running fine before), 256gb nvme ssd for windows, 1tb hdd for games (external). Recently I had to swap to an external HDD because my other one started to fail. I have new drivers and everything, idk what to do, maybe a format?

remove latest windows update and roll back your GPU drivers. I never update my GPU drivers until I find an issue and hold to windows updates for a few days just in case is a doom day patch.

If you didn't change anything then nothing should had change, but check GPU/CPU clock speed for irregularity or misbehavior like low power mode enable or something. Also just a wierd thing that could be happening, check if all fans on CPU/GPU are running correctly when gaming.

upon further investigation i found out that the gpu only pulled 70-90watts on max usage and it probably was a missplaced pcie cable or faulty, because when i tried the other it worked just fine

also i dont know if its worth noting, but it does that on most games but not all. For example bfv and resident evil 4 are running smooth

Try boosting the fan to the max and see the performance at the start of a game.

HDD for anything other than pictures is basically a nono.
They are too slow for any and all modern applications.
Games specifically asked to not be run on a hard drive for a reason

I agree with you, but games were running fine even on HDD. Also, prices have skyrocketed now
