I assumed he released the bolt off screen since the next time we see the gun, the bolt is closed and he racks it without ejecting a round.

That's part of the plot and the message behind the film, he can't fight back or be part of the war in the way he fantasizes.
He starts willing to become a hero(like any action movie) but ends up with all the trauma and no vengeance.

I still think it would’ve been more interesting if instead of the village massacre it was instead a fight scene between the partisans and the same SS unit that carried out the massacre.

There is a saying, which is not to be taken literally, that it's impossible to make an anti-war movie.
Movies are by definition spectacle. Spectacle sweeps us, engages us emotionally, inspires and entices us, it is alluring and tempting. So, showing war on screen is showing its grand, spectacular, brutal, expansive, and satisfying sides.
War in real life is not that for 99.9% of the time, it's boring people doing horrible things very slowly and boringly, or waiting (the latter overwhelmingly). But making war into tragically heroic spectacle is still extremely popular, and not just because it looks good — it also drives recruitment and increases government popularity and nationalistic cohesion.
So a movie that takes this question seriously has to decide, either it gives us a bit of fun emotional engagement and release via cool fights (even if they come after an hour of "kicking the dog" to make the revenge sweeter), or it purposefully avoids the spectacle of war.

It’s my opinion so people are free to disagree, I still don’t quite understand why I’m being downvoted though because didn’t the partisans kill the SS members for revenge because of their crimes?
The only difference with my scenario would be that Florya gets to have the option to take part but that still doesn’t necessarily mean he has to.

Thats not exactly what happens. Theyre given the option to torture the facists for what they did, which many people in the crowd seemed to agree on. Its only after seeing that the ss men are so pathetic theyre willing to kill each other just to save themselves and this is when they realize, torturing them just isnt worth it and decide to end their miserable excitence in a barrage of bullets.

That would at least give a glimpse of "Justice" or "Punishment" for the nazis, the lack of those are what makes this movie so anti-war.
It's only focused on cruelty and damage, there is no good on the battlefield.
As the name of the movie title implies, this is the harsh truth that usually gets left behind when talking about war stories. The staff that propaganda avoids and nobody wants to talk about

I watched this entire movie when I was 14. At the time, I couldn’t read Cyrillic and thus didn’t understand the title «Иди и Смотри.» So all I got was the visuals and the sound from the movie. Seeing all the horrifying stuff happening in the movie, and not understanding a word that was said made it even more unsettling.
