Please help me with my pc stutters

Motherboard: Asus b760 ddr4 wifi
Gpu: Rx 7800xt
CPU: i5 13600k
RAM: 32 gb of ddr4 kingston ram, xmp on.
PSU: RM 1000x Corsair 2024.
I get horrible stutters in pretty much all games. I do have some exceptions, surprisingly on singleplayer games. I can run certain games perfectly but most other games not really, especially multiplayer games. My 99th fps are absurdly low, and consistently drop. I have tried tons of potential fixes and none ever worked. Bios settings, disabling certain windows features, updating bios and all drivers, ddu, downgrading to older drivers, etc. I also have been monitoring my temperatures and all, and none of my components are overheating or underperforming. I simply cant tell what the issue is. My pc even lags horrible in games like roblx, gta v multiplayer, and any other multiplayer games. Stutters every 3 seconds or so, and simply choppy gameplay.

If the issue remains then check step 14 and apply those points which can be applied and check step 16 to ensure its not throttling and way to fix it.

If the issue persists, follow Step 14. If the problem still remains, check Step 17 and ensure no overheating occurs, all component temperatures must remain stable.

Few issues can cause this. Run crystaldiskinfo might be your storage messing up. Could run Prime95 to check the RAM as well.
Did this start all of a sudden with this system? Or has it been like this since you built it?
Check processes, CPU/GPU usage while you play.

Been like this ever since I built it honestly. I ran crystaldisk a while back, everything in perfect state, and left prime95 to run for 5 good hours to make sure, but still no results. The usage seems normal for the cpu and gpu
