Found a magazine from ‘94 and gave it to my teen daughter. She was confused why so many pages were cut up. Luckily I had visual aids available to answer the question.

Same!! The Delia's catalogs😍😍😍 My best friend and I dog eared the pages and circled the items we wanted just for our parents to laugh in our faces. Like you girls are 13 years old, ain't nobody buying you these $150 4 inch high heeled knee high laced up "sneakers". They didn't get it😆

It feels later than ’94, more like ’96 or ’97, judging by the nods to Dr Evil and South Park.
That said, the cut-and-paste, glue-stick collage is pure ’90s / early oughts.
I can’t speak for North America, but in the UK pupils were given separate exercise books for every subject, all of which had to be “backed” in wrapping paper or that unforgiving sticky-back plastic.
The more imaginative took it a step further, layering the plastic over carefully curated, school-friendly magazine collages, equal parts creativity and quiet rebellion.

it never occurred to me that kids don’t make collages of things like fashion & bands and probably don’t cover the inside of their locker door with stuff. from magazines (do kids even have lockers these days?).
