Allow me to interpret the police:
The city passed a new ordinance. Much like the previous ordinances regarding emotos, we have done nothing to enforce this one either. It turns out that absent enforcement, the mere existence of this ordinance has had no effect on behavior. We thought about enforcing this ordinance, but it seems like it would be difficult to enforce, so we have bothered trying and are all out of ideas.

I would bet that the police aren't doing any enforcement and are upset that the mere threat of enforcement hasn't curbed the behavior.

Title is altered to be accurate to article meaning, the article of course used "e-bikes".
Basically, turns out the police enforcing the law strictly just doesn't work due to sheer volume. The bikes still get bought and used and the fines don't discourage others.

Offloading to another state seems like problem-shifting. Seizing until the fine is paid might make sense, but I worry greatly about the prospect that the police are overstating things, and that a large proportion of the vehicles in question are just class 3 plus throttle; we shouldn't be using safety rules to seize vehicles that are no less safe than legal ones. Seizing things wildly above-limits would make the most sense.

People in this sub need to understand, no one besides the people already invested in this hobby know or care about all of the classifications/designations.
Majority of people see electric bike powered by 2 wheels. Not an “e-moto” or “class 3 e-bike”. Some people have a little more knowledge than others, and can differentiate between pedals/no pedals. Even then, they don’t care/don’t know. Until e-bikes become mainstream with the majority of the population, it will stay that way.
Unfortunately, everyone is lumped into the same category. Electric powered bicycle, some faster than others. Complaining on Reddit every day and getting upvoted by the same 300-500 people isn’t changing anything.

People can get the idea of "has pedals", and this worked to get mopeds recognized as their own thing back in the day, before they were regulated to oblivion. Asking any more than that is trouble, however, and as we enter an era where a legal ebike could look like a Surron with pedals (...and then turn illegal with one wire snip and a button press), and an illegal one like standard Trek ebike fare (that can turn legal when needed), we are doomed to a collapse of regulatory systems that care about vehicle capability, for better or worse.
I suspect the text-only posts talking about emotos are done mostly by bots meant to stir shit here for script-kiddie fun. A lot of the posts are by accounts with hidden post history. That one claiming emoto posters are minors is from an account that Google shows as last having been an EVE Online dev years ago, and now has post history hidden, so might've been hacked; the few times it posted in the thread, it made no sense even as fallacious arguing, like it was just latching onto words to throw at me.

Poor person misunderstands 3-class system, buys a 25mph-limited ebike with a throttle, police catch them, police crush ebike, poor person now can't get to work.
Poor person understands correctly, buys Class 3, gets pulled over every single day for throttle check, is late to work, gets fired.
Poor person borrows a Surron from a buddy who has never been pulled over, assured it's fine, has no knowledge of the rules, is too brown for the police, gets pulled over and his buddy's Surron crushed. Buddy now hates him and stops helping pay rent.
Three different scenarios where people who meant no harm are now destitute.

Note that if someone drives a car or gas motorcycle without plates, it may get confiscated, but only in rare cases crushed. Placing greater strictness here would likely discourage many legal ebikes due to the potential for confusion.

As a two wheel aficionado (I ride MTB, eMTB, street ebike, and motorcycles) I like that kids are getting out of the house and riding, it’s good we have a future generation of motorcyclists.
Kids are riding, it’s good but they are still learning and should have safe places to ride and opportunities to train for safety, laws, etc. if you don’t provide alternatives they will be in the streets.

Yep, they grabbed a picture of a totally-legal ebike to talk about illegal ones. I honestly suspect though that a huge amount of what's going on is just the police stopping anyone going over 20mph and checking for a throttle, fining if they have one.

That bothered me also. The general public doesn't make the distinction. Where I live, all ebikes are now banned from dirt trails on much of public land due to complaints from mountain bikers and hikers. Reading those comments, it was obvious to me that they were not complaining about legal Class 1 ebikes, but they are banned anyway.

Two ways to read your statement, and the way that's the traffic law violation being separate, I don't think is even happening. It's just that they are on vehicles that aren't street-legal, something this sub loves to hate on.
My guess is this is police sitting with a radar gun and stopping anyone going over 30, or over 20 while looking suspicious*, to then fine the former, and the latter if they have a throttle. If there were teens going 50 or blowing red lights, it'd be in the article.
*: This partially encompasses ebikes that just don't look much like traditional bicycles, but could well include the usual police racism too.
