Build upgrade: Random stuttering and performance drops on Windows with

I just upgraded my build to 270k+, ddr5 ram, newer PSU, and cooling systems. I keep seeing stuttering and overall more jitteriness in windows, as well as fps drops in league, and occasional system freezing completely (though this hasn't happened in a day or so). These didn't use to be there before I upgraded, and they don't exist on Linux on the same build (albeit in other games on Linux), which leads me to believe it's a software issue.
I've already tried a few things but don't know where to go from here (short of reinstalling windows):
Used all the drivers from my motherboard manufacturer.
Installed GPU drivers from AMDs website (9070xt).
Occt test, which showed no errors.
windows event viewer which at least to me didn't show any standout info.
What can I do to try and figure out what's cause these?

Another update, after a windows update the crashes started happening again, I found another thread that seemed to suggest running Intel performance package fixes the issue, I'll be trying that out, will update if I can determine that fixes it or not

Follow steps 1-12 to fix your performance and optimize it. https://www.reddit.com/r/AMDHelp/s/io56qZY9Yw (As per me your fix is likely step 5, 8, 11-A, 12, try those first)
If the issue persists, follow Step 14. If the problem still remains, check Step 17 and ensure no overheating occurs, all component temperatures must remain stable.

I'd reinstall windows before trying anything else.
