Low gpu and cpu utilization

Hi I don’t know if this is dumb but I recently built a pc and have been noticing that when gaming my utilization stays pretty low usually below 20% on both the gpu and cpu, however when I use 3k mark to benchmark it utilizes 100%. I’ve tried uninstalling the drivers and reinstalling them, I’ve disabled g-synch however I’ve had no success. The only thing that managed to improve my performance by like a little bit is when I turned off the x3d feature in the bios because I learned that it was not designed for the 7800x3d. Can anyone help. My build is rtx5080, 7800x3d, 32gbs ddr5 running at 5200mhz. The motherboard is a Auros x870 elite. The psu is a corsair 850watt

What game at what resolution and refresh rate?

I’ve been playing various games like Batman begins, resident evil 5 and 6, aswell as overwatch just to name a few and the frames never exceed past 160 frames. I own an LG ULTRAGEAR 5k2k and I’ve played in both 5k and 1080p and no matter what resolution the frames are around the same.

Do you have V-Sync on? If so it caps frames at the refresh rate of the monitor. The PC isn't going to use more power than it needs, and those aren't very demanding games.

I thought that too but I turned it off both on the nvidia control panel and in game

What about going into Windows power settings and Nvidia control panel and choosing the Maximum Performance options in both?

Also, if turning off the x3d setting in BIOS caused your utilization to go up, that actually decreased performance if you're still stuck at ~160 FPS

Well, depending on the games you play, it could be that your utilization is low. It means your system or more than powerful enough to play the games you run.
Benchmark tools are designed to push all your components to 100% so they can be tested, so no surprise there.

So is it normal to only get no more than 160 fps?

That depends on your monitor. How much Hz does it do?
If this is your monitor, LG UltraGear™ 45" OLED-Gaming-Monitor 5K2K, then yes, at 5k2k it will do 165Hz, meaning you won't get more than 160fps.
If you switch it to WFHD then you should get up to 330Hz, so 330fps.

Yeah it does 165 at 5k and 330 at 1080p. I’ve switched between the two setting and don’t get better performance. If I do it’s probably just a few frames

No I don’t I turned them off a while back to see if it was the issue
