Upgrading PC options

currently have a ryzen 5600 and 6650xt.
Am i better off upgrading to am5 with the microcenter bundle of a ryzen 5 7600x3d, b650 motherboard, 1x16 gb stick of ddr5r ram for 349.99
or
upgrading the gpu for around that same price of 350-400$.
to give some background I only play call of duty multiplayer (not warzone) on PC. so i really only care about playing on 1080p while having consistent high fps while running the lowest graphic settings.
currently my fps hovers around 180 but tends to plummet down to 100-130 at times. not sure if thats the gpu or cpu problem? help please.

Hear me out! Get the am5 combo, then you can sell your
5600 for $100+ 6650xt $150+
and depending on how much ddr4 ram ($50 for 16gb or $100 for 32gb).
If you bundle the CPU, mobo, and ram you can add another $50 profit for the mobo too.
So roughly $350-400 profit!
Take that and buy a new GPU then you'd be on am5 with a new GPU!
