Pretty much its just a standard ar10 with a different barrel and a modified bcg, barrel is a demilled m61 barrel with a 4" long 1" socket cap bolt as a breach plug

If it's a muzzleloader, then federally no (most likely, but there's always exceptions). State rules may vary.

If you can convert it to centerfire or rimfire by just swapping a few parts (this rule doesn'tapply to replicas like Cap and Ball revolvers, just modern muzzleloaders), then it's still a firearm. There are also some ignition systems that the ATF classifies as firearms despite being for muzzleloaders, such as the CVA Nitrofire system. But for the most part if it is a muzzleloader using a flintlock, caplock, 209 primer or similar system then it is probably not a firearm.

Correct, and further in this case it's built on an AR lower, which the ATF considers in and of itself a firearm. So even though the upper isn't a firearm because it's a muzzleloader, the lower is. Aren't all these rules great?

Look at the sides of the cylinders on the second picture. You'll notice some extra holes. The last one seems to be the round that was fired at it
