well at that price u can get a significantly better PC like this
https://pcpartpicker.com/list/cRvK4g
Now Im guessing u aren't looking for RGB at all, athis keeps a all or mostly black look while being quiet. Same 7800x3d great pick, much better X870 Eagle motherboard normally u dont need an X870 but its too good a price to pass up. Now I did change the cooler to the A720 nearly as quiet and just as capable as the NHD-15 but if u want the Noctua there is room in the budget.
Now I kept the case but keep in mind it does not include fans so I added a decent pack of fans though if u want there are quieter fans out there. As for the PSU u had a good one but for the price u can get a really nice 1000w unit so I grabbed a reliable one with good reviews.
So I did swap the RAM for a cheaper but just as capable kit and while the 990PRO is a great SSD it cost way too much to justify getting it when u can get SSDs nearly half the price for 99% the performance so I selected the NV5000 a great gen 4 SSD with a DRAM.
I hope this helps if u have any questions let me know
