I’m looking at the Cyke Falcon series for similar use cases. It’s full Rico Shox air suspension, Bafang 1000w Mid-drive with 160nm of torque, available in fat 4.8 or 3.0 tire, 20ah battery, all name brand parts. Can get an open-box for $2550 or reg retail around $3k. Weight is 66-82lbs w/battery depending on configuration.
There’s not a lot of chatter about them so I’m not sure on overall quality, but all the parts seem to not be proprietary and pretty universal.

You may want to check what's allowed on trails near you. My US state only allows Class 1 on mountain bike trails. Many of my local and county paths also allow Class 2.
There are also different laws about what is street legal from state to state. I don't know for sure you're even in the US since you didn't put what currency "4-4.7K" is in, but usually when folks do that, it's USD.

The Specialized Turbo Vado 4.0 is like $2,799 right now due to the new models coming out. I saw it in blue on the Specialized website last week. Move quick if you want it.

Just got a turbo Vado sl2 5.0 for $3500 which is a great price. Really depends on your needs and desires though, there is no single best. And you've given no details about that....

Really depends what type of riding you want to do. For my mostly urban riding, I LOVE my Priority Current Plus. It’s a bit under your range at $3.2k.
