JAL uses its A350-900s for domestic flying only. Hence the larger passenger count. They don’t expect to fly them far, but unsure where the number exactly comes from. International configurations of the A350-900 are expected to be delivered beginning next year, with 20 on order.
Same international/domestic configuration occurs on the 787-8, so they publish 2 ranges for the 2 different configurations.
