Hi everyone, my friend is building his first pc, he asked me for help but I’m not too knowledgeable on how much he should pay or what is good, as I built my pc around 2 years ago before the prices went crazy. Here’s the list he has:
Ryzen 5 7600x (178$)
Rtx 4060($320$)
Asus tuf b650 plus wifi ($135)
32gb ddr5 ($450)
1 tb ssd ($170)
650w psu ($50)
Case ($66)

usa? here you go https://pcpartpicker.com/list/bnZx6B
better cpu and it comes with a 240mm aio cooler if bought from newegg. can put pump speed to 50 or 60 percent to increase longevity and reduce noise, but lower than those and it would start to decrease cooling performance.
get the strix b650e-f from the parametric selection, its not much more and has better components/connectivity. rows 40 and 44 https://docs.google.com/spreadsheets/d/1NQHkDEcgDPm34Mns3C93K6SJoBnua-x9O-y_6hv8sPs/edit?gid=454171143
cheaper ram that is guaranteed to be hynix, the best stuff. unknown if siliconpower charges tax in your state, but even if it did it would be cheaper than 450. you can do 6400 1:1 or 8000 2:1(maybe), with good timings. ddr5 information collation. with agesa 1.3 in recent bioses there's more ram options so this is slightly out of date. 2x16gb ddr5 goes for 250-350 on ebay, but harder to find hynix, its mostly spectek in the lower range.
if you're buying new storage you might as well get a 1tb crucial t710, or just a patriot p400 lite. used drives on ebay are about 100 per terabyte for tlc gen4 nvme with dram.
don't skimp on psu. check what model he was considering against this https://docs.google.com/spreadsheets/d/1akCHL7Vhzk_EhrpIGkz8zTEvYfLDcaSpZRB6Xt6JWkc/ and see if it was a f, e, or d tier, potential catastrophe avoided. the cheapest decent unit in the united states is the asrock pro-750g, b+ tier, for 55. choose one from the parametric, all others but the asrock pro are at least A tier. if case compatible, the rm750x shift is the best one, otherwise for the same price and not much different quality is asrock pg-750g they're both 80. the edge gold is for if you get a dual chamber case, and the century ii is for if you want a very high capacity meant for intel+5090 for some reason.
gave a bunch of case options/styles, but lancool 207 is best one for cheapest price overall. that white phanteks i didn't look into how it would perform in comparison but its on steep discount? probably clash with all the other black parts anyways.
now, gpu. 4060 can even do worse than a 3060 in some instances. for the same price as that 4060 there are 3080 readily available. much more performance and more vram. for nvidia, undervolt+overclock for more performance at same/less power - vid comments have good info, guide methodology applies to other nvidia gpus. you can bring 40/50 features to 20/30 series with https://github.com/xHybred/NvidiaProfileInspectorRevamped/releases , this is ancientgameplays' recent vid on the non-fork of it https://www.youtube.com/watch?v=_L1OpYvaTxM
excellent script for windows debloating / telemetry + ai removal / update disruption pausing <-highly recommend. run after feature updates because microsoft adds back in the ai and other junk

make sure your chipset drivers are up to date, bios too.
framesync labs has some nice vids on how bios/windows settings affects game performance, he tests each one mentioned but his vid thumbnails look like generic clickbait

If you go to PCPartPicker you can see what current prices are. If you are in the US and nearish a Microcenter then look at their combination deals.
