There's actually a Wikipedia article on gun laws in Kuwait with an archived link from the Kuwait Interior Ministry. Police can also search anything "suspected of holding arms" after getting permission from prosecutor's offices. Airguns and knives are strictly controlled now.
In short: not a lot.

It’s Kuwait so there’s a whole lot of obscenely rich Arabs and they live in an area where war is just another Monday surrounded by neighbors that have received tons of western arms shipments so I don’t imagine it’s very difficult lol. Just look up videos of Baghdad gun shops etc. if random jihadis in the region can get their hands on machine guns rocket launchers etc I’m sure it’s nothing for rich people to get them too

My guess is poorly guarded national militia armories they have a rather pronounced poor civic sensibility and martial tradition and they are armed by the United States…it’s possible also that when the first gulf war ended and we left Kuwait there was some unaccounted for munitions and with sadam still a neighbor having anything effective against armor would be welcomed
