Why would my neighbour swap license plates?

I noticed my neighbour the other day drive in to our communal car park with a personalised license plate and then after parking he removed it to reveal another one beneath. He did the same at the front, looking online the 1st plate brings up a black Land Rover and the 2nd plate brings up a blue Land Rover. He has about 5 cars and frequently changes them and seems to mix & match plates. Could he be doing something dodgy or is it all perfectly legal?

Highly unlikely if he was trying to do anything dodgy he'd swap the plates in plain sight.

Update, checked the original plate & it’s listed as SORN online, bought Jan 2026. The license plate which was removed is listed as taxed & MOT’d

Was the second one a normal format (I.e AB12 CDE)? It could be that he’s selling/sold the car or transferred the private plate to another. So he’s changing that one back to its normal plate.

Yes it was a normal one, he seems to be swapping cars constantly and very few are here for very long.

However it sounds like one plate was physically underneath the other one. As in a plate had been put over the revealed plate. Which would be handy if you'd just done a bank job and wanted to quickly change plates. Or if you wanted to use a dodgy plate when you went into a congestion charge zone or ULEZ, through a toll or planned to do some speeding.

This mentality is a real problem.
"Mind your business", until it becomes a serious problem for someone else.
If this guy is swapping plates to avoid MOT, or paying for insurance. It's all well and good until he gets into an accident and some poor sod has to go through the hassle of dealing with an uninsured driver.
I rely on my car to make money, as do so many others. This playground mindset hurts decent people.

I agree, it's dodgy as fuck. But if he's moving the plates between them then he clearly doesn't want to get caught, so he's obviously being a little bit careful, with reasons you probably don't want to get involved with.
Surely fully comp covers you if an uninsured driver hits you?

He's probably taxed, mot'd and insured one of them, then uses those plates for the others. If they're all fairly similar vehicles they'd slip under the radar. Definitely dodgy. If you don't want to spend £50 on an MOT it's probably because it's going to fail.

Only paid for one cars insurance registered to one set of plates. Illegal in UK. Police would think he was driving on cloned plates at first until they find he has been driving multiple vehicles. Asking to be reported as he is driving without insurance. What else is he up to.

There’s absolutely no reason to be doing this, other than to evade detection of doing something dodgy.
