I found a 3060 ti for 189 usd and a 2080 ti for 231 usd. What gpu would fit better with a ryzen 5 7500f in a budget pc that im planning on building?

Personally id take the 3060 ti. Yes the 2080 ti is more powerful but the 30 series will last longer than the 20 series cards.

Neither of these cards will age very well at this point due to age (2080ti - 2018, 3060ti - 2020). Low VRAM on the 3060ti and the architecture of the 20-series doesn’t help with current iterations of DLSS or Ray Tracing. Neither of these cards are usable Ray tracing cards imo. Checking eBay in the US, I see 3080s at around $315-330 which would be a much better option than either of these cards.
However between the two listed options, I’d probably get the 2080Ti if you have to pick one of these cards, as it will hold up better as the top end card of that generation.
Techpowerup has an awesome relative performance chart that I’d highly recommend using: https://www.techpowerup.com/gpu-specs/geforce-rtx-2080-ti.c3305

IMO if these two are the only options id take a 2080ti all day

2080ti is faster and have more vram but older and use more power, depend on what you prefer but I will probably save a bit more fpr a better choice like used 3080ti or 9060
