This isn't shocking at all since 2005, it required president to be Kurdish, the president has no political power at all, all power goes to prime minister who's required to be shia.

It's a system put in place to end civil wars. That's also why Lebanon has it. It helps to keep the peace, at the cost of stagnation and corruption. No one thinks it's a good idea for running nations, but it beats still being in civil war.
