Russia has been using them on troops concentrations and also against PAC-3 systems that are supposed to protect troops concentrations. No western analogue comparable system exists.
Also Iran purchased at least 500 launchers and 2500 Verba MANPADS from Russia which easily take down F-35s. One of those was probably used to take down the C-130s.
